Immigration Update: Japanese Language Requirements for the Humanities/International Services Visa

As of April 15, 2026, Japan’s Immigration Services Agency has introduced important updates to the Engineer / Specialist in Humanities / International Services visa (技術・人文知識・国際業務)—one of the most common work visas for foreign professionals in Japan. These changes affect not only first-time applicants, but also many people changing jobs or renewing this visa.

What Has Changed?

Under the new rules, applicants whose jobs involve interpersonal communication may now be required to submit proof of Japanese language ability at approximately CEFR B2 level, which is generally equivalent to JLPT N2.

This requirement applies mainly to applicants working for Category 3 and Category 4 companies, which generally include smaller businesses and newer companies. Large listed companies and major corporations (Category 1 and 2) are not affected by this change.

Acceptable Proof of Japanese Ability

Applicants can meet this requirement in several ways, including:

  • Passing JLPT N2 or higher

  • Scoring 400 or above on the BJT Business Japanese Proficiency Test

  • Graduating from a university in Japan

  • Completing certain vocational or technical programs in Japan

  • Completing compulsory education in Japan and graduating from high school

  • Living in Japan as a medium- or long-term resident for 20 years or more

Who Should Pay Attention?

These changes are especially important for students planning to:

  • Apply for jobs in Japan after graduation

  • Change from student visa to work visa

  • Work in roles involving customer service, office communication, sales, translation, or business interaction in Japanese

Because there is not yet a strict public definition of which jobs count as “requiring interpersonal communication,” applicants should confirm visa expectations with their future employer as early as possible.
